How has Felix Trinidad (seemingly) escaped the shame of being a cheater?

I remember seeing Tito's father wrapping Tito's hands on TV and he only layered the gauze over the knuckle area about 4 times, then moved on to the backhand and wrist. You're giving the appropriate amount of gauze and tape allowed and a rep is there to watch the actual wrapping of the other corner. It's up to a commission rep and/or the other corner to fnd an illegal wrapping. Nim Richardson did exactly that when watching the Margarito's hand wrapping. Done.
