Is the school liable for my tyre being popped?

No. The school is not required to see to the safety of your property. It is not their fault for "not buying proper cages or cameras". It's the fault of the person that popped it (if that's what happened) and theirs alone. But you don't know who that is, that sucks, and that's life. Deal with it.
