My guitar amp buzzes loudly when just the cable is plugged in and not the guitar, is that normal?

I just got a new Ibanez ART100 and a Peavey Backstage ii amp. As soon as i plug in the cable, my amp buzzes loudly. If i plug in my guitar, it still buzzes. Is there something wrong with my cable, amp, or is that normal?
