Does a custodial parent have any real legal custodial duties when it comes to finances?

Let me guess the child's mother doesn't work. Right? I'm guessing your child visits you in rags and w/ no haircut because his mother is living off of the support you pay for him. You are really paying vagimony instead of child support. The whole system is in need of a serious overhaul.
